There is no possible way anyone on a general question-and-answer board can determine (to quote): "How do you know you are starting to like someone?". Only you can answer that.
Well, to just do the basics, you could buy the software, buy a domain, and if you don't know how, pay someone to set up the website with the Q&A software on the domain that you bought. That would start it. A bigger challenge would be getting content and traffic. Another option would be to use a different site like Yahoo Answers or Quora, or even set up a wiki with Wikia. There are also sites like Help.com where there is a LOT of leeway and it is all about the individual.
