The solenoid is on the starter.

The starter on a 98 Oldsmobile Cutlass is located on the bottom, left side of the engine. It is held in place by a support bracket and bolts.

your ignition switch or the starter solenoid is bad try jumping the solenoid instead of the starter, if this does not work, then change solenoid
