There are very few solids which, given enough time, do not dissolve in water, including rocks. For this reason, water is often called "the universal solvent," although there are some things which will not dissolve in water. But there are many factors that affect solubility (the ability of a substance to dissolve) in water.

For example, common table salt (a rock) dissolves easily in water -- until the water is saturated, at a given temperature and pressure. Afterwards, no more salt will dissolve.

Plastic, if considered to be a solid, may be insoluble. Fats and oils will not dissolve in water.

The short answer: There is no such substance.

The long answer: it depends on the Substance, liquid and the temperature, how long it will take to dissolve something.

  • a simple ice cube will probably never /(take a very long time to) dissolve in liquid nitrogen, but dissolve quickly in a 15% Ethanol-83% Water-2% Citric Acid mix (also known as Vodka Lemon)
  • an iron nail will dissolve in Hydrochloric acid, but it also WILL be dissolved in water (provided you have enough time and enough water, since water becomes quickly saturated with iron [at around 1 mg/l] )

Basically, as long the liquid isn't saturated, substances can be dissolved in it (take a look at the contents of a mineral water bottle).

Fun Fact: you can dissolve a glass of sugar in a glass of water
