In my eyes, I see Peter as 10-13 years old. Because he's personality reminds me of how all the boys in my class were a few years ago, not a 6 years old boy. He fights Pirates, it's quite weird he's so young in the book. But, remember that Romeo & Juliet were only 13 as well.

His father or any siblings has never been officially mentioned. And even if, Peter has exsisted for so many decades if not even centuries, that his blood family would probably have been long dead. Wendy' smother mentions Peter Pan was a mythic legend already when she herself was a child. Peter may consider the Lost Boys a some sort of a family though, as he plays a "father-figure" to them.
