They don't exactly sound like owls you know. Maybe, what your handling here is a uncovered species. Just joking they probably sound like that because their throat is blocked.
With owl's wings the comb-like feather edge breaks down the turbulence into little groups called micro-turbulence. this effectively muffles the sound of air rushing over the wing allow which allow the owls to fly quiet.
