The first operational nuclear submarine, the USS Nautilus(SSN-571), was developed by the United States. The idea of a submarine dates far back in history, but the technology required to actually build an operational undersea boat is relatively new. Applying nuclear power to this concept is newer still, and it had to wait until nuclear power could be harnessed in the form of a safe and reliable nuclear reactor. Considering the fact that any competent Physics Grad student using publicly available data could design a workable fission bomb (getting the materials to build it is another issue) having a yield comparable to the ones detonated in WW2; it is impossible to ban nuclear weapons. If a country wanted them it will take them roughly 4 years to build the nuclear materials processing infrastructure to make the needed materials.
