A simple star on a map of the USA signifies the location of a state capitol. The national capital is typically a star with a circle around it.
It's a change (decrease) in the frequency of the light we receive from the star. Equivalently, an increase in the wavelength. It usually means the star is moving away from us, though it might also be caused (usually to a lesser extent) by the star's gravitation.

GA typically stands for Georgia on a map of the US. Georgia is a state located in the southeastern part of the country.
The emo star is actual a nautical star. The nautical star is usually seen as a tattoo representing membership in the US Navy or Marine Corp. The symbol represents the five pointed star of the US flag and the red/black color pattern represents the compass rose found on old nautical maps. I do not understand why emo's get the tattoo or what it means to them.
