It was available in the original Kaiba structure deck, and the Kaiba Evolution starter deck.
Yes.
The Kaiba Reloaded Starter Decks contain a variety of powerful cards themed around Seto Kaiba, a character from the Yu-Gi-Oh! trading card game. These decks include monsters, spells, and traps that can be used strategically to build a strong deck and enhance gameplay. Players can use these cards to create combos, control the field, and ultimately defeat their opponents in duels.

You can get it in common, From one of the starter decks I think.
The answer to this question is of personal preference. Structure Decks are generally more preferred by Players as they are more well-built around a theme and will usually have more potential than a Starter Deck. This is because Starter Decks are mostly based on actual anime characters and their Decks. As the anime characters usually have random cards that do not work together as well as they could, the Starter Decks revolve the same way (with an exception for Starter Deck: Jaden which revolves around the Elemental Hero series and is more well-built). In contrast, Structure Decks follow a general theme are easier to build up on with booster packs. This allows the cards to be played more efficiently and strategically as they are related to one another.
It depends on what type of starter deck e.g. Yugioh 5ds, Yugioh GX, Yugioh!
I recomend going to Walmart and buying some starter decks
major department stores and comicbook/ gaming stores usually hold them
well, the starter decks are designed so that you can start dueling right away- literally just opening the box and playing. but the structure decks on the other hand, are basically "structures" for decks. as in, you buy the deck, and the deck is play-able by itself, but with the right cards added into it, the deck could be a lot stronger.
Some recommended Magic: The Gathering Commander starter decks for beginners are "Commander 2019: Mystic Intellect," "Commander 2019: Faceless Menace," and "Commander 2019: Primal Genesis." These preconstructed decks are designed to be beginner-friendly and provide a good starting point for players looking to explore the Commander format.
They've sold starter and theme decks, but rarely (if ever) single booster packs.
