I am not sure which Roosevelt you are asking about-- we had two of them who became president. Theodore Roosevelt, a Republican, served in the New York State Assembly, was Assistant Secretary of the Navy, and Governor of New York before he became Vice President and then President (he assumed the office in 1901). As for Franklin D. Roosevelt, a Democrat, he served in the New York State Senate, was also Assistant Secretary of the Navy, and was also the Governor of New York before he was elected president (he assumed the office in 1933).
He did not hold being the senator for the state of New York.
