Well, "The Westing Game" was published in 1978, and based on the events in the novel probably took place sometime in the 1970s. There are never any explicit references to dates, but Sam Westing was a self-made man from a family of immigrants, which makes it likely that he grew up early in the 20th century or sometime late in the 19th century.
As in when, I do hope you mean season, because it starts during Holiday Break in Winter. The actual book was published 1978 (first copy).
