Several. Why do you think they don't pay federal or state taxes, state law enforcement agencies have no jurisdiction on reservations, etc? Many of the treaties drafted in the 1800s are still binding.

I am not really sure but I will give my best guess : The Native Americans tribes for Chicago becoming a state is that they are Native Americans and wanted Illinois to be Chicago
Arizona has extensive Native American reservations. South Dakota is probably second Utah, New Mexico, Montana, Idaho, Wyoming, Washington, North Dakota, Minnesota, and Oklahoma also have large reservations. Surprisingly, Oklahoma - which was originally "Indian Territory" is nowhere near Arizona or South Dakota for reservation land area.
