What state flag.
Washington D.C. is not a state. It is the district of Columbia. So, it can have a flag but, it can't have a state flag.
The current flag design was due to Governor Francis P. Flemingin the 1980's, who suggested that the red x be added to the flag which once had a plain white backround. White flags represnt retreat, so the Governor reccomended the add in the design to ammend that.
In the late 1960's Chief Petty Officer Bruce McDaniel launched a new movement to design a new state flag that would carry the state's name, Mrs. Sanford Hutchison submitted a design for a new flag which was accepted. On July, 1 1970 her design became the official flag of Illinois. - Judith Lopez
There are a huge number of different FLAG registers. The most common are zero flag (Z), carry flag (C), sign flag/ negative flag (S/N), and overflow flag (V/O/W). Each flag contains different information about the state of the processor.
The flag you are describing is the flag of the state of Alabama. It features a red St. Andrew's cross (a diagonal cross) on a white background. This design is derived from the Cross of St. Andrew, which is associated with Scotland, and it symbolizes the state's heritage and history. The flag was officially adopted in 1895.

If a driver is a shown a black flag with a white "X", it means s/he is no longer being scored by NASCAR until s/he comes to the pits to serve a penalty for whatever infraction they committed (reckless driving, speeding down pit road, going below the yellow line at Daytona or Talladega). Usually, s/he has a 5 lap limit to answer the regular black flag before NASCAR will pull out the black with white X flag. If the driver is shown a black and white "checkered" flag, it means the race is over and s/he is the winner of the race.
