As to how many of those black people are citizens, and how many permanent residents I cannot answer, but I'm guessing that the majority are citizens.

Unlike the Senate, which gives two Senators to every state, the House of Representatives gives a number of representatives to each state, in proportion to the population of that state. So larger states have more representatives. This logically follows from the idea that all citizens are represented equally in a democracy. A million citizens in one state would logically have ten times the representation of a hundred thousand citizens in a smaller state.
