Arizona has 18 sites designated as national monuments: Chiricahua, Organ Pipe Cactus, Ironwood Forest, Casa Grande Ruins, Sonoran Desert, Hohokam Pima, Tonto, Agua Fria, Montezuma Castle, Tuzigoot, Walnut Canyon, Sunset Crater, Wupatki, Canyon de Chelly, Parashant, Navajo, Pipe Spring, and Vermillion Cliffs.
Note that some of these national monuments are administered by the National Forest Service and the Bureau of Land Management.
Alaska has eight national parks (some are also preserves), three national monuments, and three national preserves not connected with any national park. California has seven national parks (or eight, if you count Sequoia and Kings Canyon as separate), six national monuments, and one national preserve. I'll let you decide which state has the "greatest number."

Michigan
All New England states have either National Monuments, Historical sites, Recreation Areas, etc., but the only state with a National Park is Maine. In Maine is Acadia National Park.

There are many National Monuments and Forests as well as four National Parks, Grand Canyon, Joshua Tree, Petrified Forest and Saguaro National Park.
