Some states (about 13) will issue a drivers license or "non-drivers license" to a resident with no legal immigration status. Many of these will accept a matricula consular as part of your identification, but I do not believe it is sufficient on its own.

The state of Tennessee does not have any minimum age law for owning a car. However if a minor under the age of 18 buys a car, the parent or guardian would have to be financially responsible for it.
There are currently no statues in the US that would issue a marriage license for a 13 year old.
