The current monarchy is a direct result of the efforts of an absolute dictator to modernize a country with contentious political groups and a weak monarchy. Francisco Franco may have been harsh but the man had vision. He grabged a mess by the scruff of the neck and dragged it kicking and screaming into the 20th century.
