Well I suppose they can seeing as they can jump out of the water in the first place. If a speedboat is speeding at a dolphin at the right speed and the dolphin jumps out of the water at the right time, the dolphin should land in the boat.

The general public usually can not own or buy a wild animal. Only some species with certain permits are allowed the general public. A dolphin may not be one of them. You can not buy a dolphin as a pet they are wild anmials and can only live in sea water. Even if you lived my the sea you wouldn't be able to buy a dolphin.
