He attempted to enforce a Europe wide commercial boycott of Britain, called, "The Continental System". This would have, had it been successive, cut Britain off from any trading with other countries, which was vital to Britain as it is an island country. He wished for any ships coming to do business in Europe to first stop at the French Port's to ensure there was no trade with Britain. However, Britain still had naval dominance at this time, so this system could only be enforced on land. Even still on land smuggling was common, deeming the system ineffective.
Napoleon was short, so the French didn't see him coming.
