It basically maintains the direction of its axis, at least in the short term.
The state with the least tangential speed as Earth rotates around its axis would be the one closest to the North or South Pole. At these locations, the circumference of the Earth is smaller, resulting in a slower tangential speed compared to states closer to the equator.

When the Earth rotates during the day, half of it will be pointing to the sun which creates morning. When it rotates away from the sun, it creates nightfall. This is why Japan is at least 12 hours behind from Montreal. When it's morning there, it's nightime here.

The Earth's crust has the least amount of mass compared to the other layers of the Earth, such as the mantle and core. The crust is the outermost layer and is relatively thin compared to the other layers.
Whichever puts you farther from the center of the Earth.
