Currently, the moon does not have the necessary resources to support a large population. Technological advancements would be needed to establish sustainable colonies for a small number of people, not a large population.

I am not aware of a Gemini Spacecraft that went to the moon. The Apollo missions in the late 60's and the 70's went to the moon. Apollo 11 was the first manned flight that took men to the surface of the moon. Neil Armstrong was the first man to step on the moon. Part of the reasoning for the moon missions was to learn more about the universe and its origin. There was also a dimension of technical competition between the US and the Soviet Union, to prove technological superiority during the "cold war." Many products that we enjoy every day are a result of technological advances from the research and development done by NASA for the moon missions.
The 1969 moon landing by the Apollo 11 mission was a magnificent symbolic accomplishment which increased Americans' confidence in their ability to solve difficult problems, as well as making science in general more popular, and inspiring much of the technological progress which has happened since that time.

As of now, there are no concrete plans for permanent human settlement on the moon by 2020. Although various space agencies and private companies have expressed interest in establishing moon bases in the future, significant technological, logistical, and financial challenges need to be overcome before this can become a reality.
Landing on the moon was not bad; it was a significant technological achievement and a historic moment for human exploration.
