It depends on what kind of shelter they have. Rabbits can survive in freezing temperatures if they're sheltered from the elements. 3 week old rabbits should be out of their nestbox and will continue to use each other for warmth. But there are so many variables depending on what situation you have. In general, if they have a nice shelter with adequate bedding (wood shavings, hay), they should be fine in most winter temperatures.
