If a person's way of seeing things is based on fact, statistics, sound experience, and logic, and is devoid of feelings, bias, and opinion, then they are said to be "objective". This means that they base their views on external inputs.

Although a difficult question, "culture" is probably the best answer.
If your talking about life insurance, they're looking to see how many people die on average in that group in a year. With health insurance they're looking for the average payout for medical coverage for that group in a given year. They use this to determine rates.
