The only formalised plan was the 'Anaconda' (slowly squeezing the life out of the Confederacy), as it was derisively labelled and cartooned by the newspapers because it planned for a long war, when almost everyone assumed it would be over in weeks. New recruits were fretting that they might miss the action.

It was put forward by the elderly Winfield Scott, who retired soon after, and the plan was shelved.

But when it did turn out to be a long war after all, the Union adopted a plan that was very similar to it.

The northern strategy was to over fight the south and make them think the north can win and will and that there will be no surprise attacks over cotton aswell>
