The Humane Societies that you may see around town usually spay or neuter the animals. Shelters, however, usually just take care of the animals for a little while, and then the animals are usually scheduled to be put to death. I hoped I helped!
If I might add, they don't spay or neuter until there is someone to adopt the pet, and if no one adopts after about 2 weeks they put them down. There have been some groups that will capture, neuter, and release feral cats in the hopes that the sterile cats will help reduce the feral cat population, however the fact is that non-neutered cats will still mate if given the chance and the unwanted cats will replenish the ranks of the feral cats. All responsible pet owners who do not intend to breed their pets should have them neutered...and all responsible pet owners who do not intend to breed should have themselves spayed or neutered.
