No state borders that many other states. The two states that border the most other states are Tennessee and Missouri which both border 8 states. Unless by 'state' you are actually referring to a country. Then both China and Russia border 14 countries each.
The only states sharing a border with Canada in Lake Superior are Minnesota and Michigan. Wisconsin does not share a border with Canada, because the borders of Minnesota and Michigan converge south of the International Border.
You will need to better define "up & down" but here are some possible answers: If by up you mean North - the answer would be South Carolina, North Carolina, and Tennessee. These three states border Georgia to the North Down meaning south would be Florida.
