You may have to check noise ordinances for your city, but Chicago may be able to begin residential construction at 8am. If it bothers you, maybe you could ask them to start 1/2 an hour later, but they may not honor your request. Hope this helps! Xx

You need to get approval from several agencies. I think I would start with social services plus you would need to have city license and zoning approval to put a place like that in a residential neighborhood.

There is a cap on when and how much noise can be legally generated within city limits.
