feebas evolves into milotic when it is lvl 29 dont train it any more max out its beauty first then lvl it up one more time and it will evolve but if you dont max out its beauty before its lvl 30 then it will mess up feebas and feebas wont evolve! HOPE THAT HELPS!

The short answer, you don't. The long answer, Piplup is a Generation IV Pokemon, which means it was only introduced in Pokemon Diamond and Pearl. Pokemon Red is Generation I, so at the time, Piplup didn't exist.

Feebas can be caught at route 119 on six random tiles. These six random tiles can be changed every time the trendy phrase is changed.
To get Feebas you have to go to mount coronet to where you get a lake, surf on the lake and go to the top right corner. You then fish twice in the corner and then move along. Feebas will eventually appear but it may take a long time! Hope this helps! Pokemon Platinum Guider
Feebas is ultra rare but if you have the time you can catch him. He is in a pond in mount coronet from the Celestic town entrance. Use defog then use the good rod on the water. It WILL take a while but its worth it when he evolves.

Feebas can be found in both Pokemon Pearl and Pokemon Diamond by doing the same thing. All you need to do is go to the basement of Mt. Coronet, and fish in the water with either the Good or Super rod. Feebas is found in 4 random tiles which change places daily. The odds of finding Feebas in one of these spots is 80% or so . Try going to the corners of the water. He is usually there.
