From April to September Samoa (UTC+13) is 24 hours ahead of American Samoa (UTC-11), but from September to April Samoa observes Daylight Saving Time, making it 25 hours ahead of American Samoa. That means that when the time in Samoa is 00:30 on the 1st of March of a leap year, the time in American Samoa is 23:30 on the 28th of February. The distance between Pago Pago, American Samoa and Apia, Samoa is about 77 miles or 124 km, so I'm sure it can be flown in less than an hour.(In other words, yes.)
