you have to go to the poke center and go downstairs and talk to the person at the very end and go into the poke plaza. you have to wait until it turns dark in the plaza so until then have fun in there. after it has turned dark and the fireworks have stopped you need to go to the very back of the plaza and get on the perade it might not be a piplup though but every now and then if you keep going back to the plaza you can find the piplup. oh and its not really a ride it just takes you back out of the plaza because you have a limited time in the plaza and you have to take the ride out of the plaza. hope this info helps
