Probably around 2:00pm to 4:00pm, because at 11:00-12:45 you probably eat lunch and you get cramps and drown in the water, if you just wolf down food and jump in the pool. In the morning is OK, but for me I would think that people who aren't morning people might still be tired and drown or if you just eat breakfast and swim you get cramps and still drown. After dinner you still get cramps and drown. So the best way to put it is don't swim after you eat. And in the morning most pools are freezing so yeah midday is good. late at night is good too just don't eat right then and make sure you don't get caught off guard and are really tired. But I swim after I eat and I'm still healthy and have never been close to drowning.-Brett D.

Can a old inground pool that is filled with mucky water and chipped be repaired?

Yes; There are some costs and time. First, pump out all the mucky water and as you do wash down the pool as you go to get everything to the bottom of the pool. I recommend you rent a pool pump from an rental equipment dealer. After the pool has been pumped out open all your filters and wash all lines back into the botom of the pool. Besure to remove the underwater light and clean completely. Then you need to find a good pool platering company in your area and have the tile and plaster replaced. This is a good time to replace plastic wall steps if you have them. Make sure all equipment is cleaned and in good working order. This is also a good time to replace worn cleaner hoses and any damaged or unoperable equipment. Good Luck

Is it good to keep a pool heater on all the time or turn the heater on when needed?

In order to reduce electricity consumption (and potentially reduce electricity expenses) it is advisable to turn off pool-heaters until the time at which the pool is to be used. So as to have a pool at a suitable swimming temperature, it would be advisable to turn on the heater a number of hours before you intend to swim in the pool. A more amount of time your pool takes to heat thoroughly may be available in documentation you have regarding your pool.
