Melbourne is on GMT + 10 hours. California is on GMT - 8 hours. So at 0700 hours in Melbourne it will be 1300 hours or 1-00PM in California but on the previous day. For example if it is 7am on Tuesday 2nd in Melbourne it will be 1300 on Monday 1st in California.
