The sun always sets at it's most southerly location regardless of the season or which hemisphere an observer is viewing the sun set. Every year between September 21 and March 21 the sun will set south-west (and rise south-east) and between March 21 and September 21 the sun will always set north-west (and rise north-east). On March 21 and September 21 - the equinoxes - the sun rises directly east and sets directly west.
Sunrise and sunset times will vary by location. If the location changes by 15 miles, the time will change by 1 minute. Since you specified NJ but not a city, I ran the numbers for Trenton, NJ;

There is no start time. It could be at sunrise (my opinion) but it ends at 9 PM.
It depends when you start counting but if you start at sunrise on August 21 2012 the answer is, one year.
