in January
The Winter Solstice is the time when winter begins, or the time when the day is shortest and the night is longest.
The shortest day in the Northern Hemisphere is the day on which the winter solstice falls. This is the time when we pass from fall to winter. The shortest day of winter, and also the shortest day in the entire year, is the Winter Solstice, which takes place on December 22, 2011. (Note: this is associated with the Northern Hemisphere only.)
The 21st of December :)

The first official day of Winter in North America is December 21st. On this day, the sun is at its furthest point south. This time of year is often called "winter solstice."
obviously one time because 14 february come during winter in india.
This is not the clearest question I've ever seen, but if you mean "is it possible for daylight on a summer day to be a shorter length of time than daylight on a winter day", then no, it's not possible.
In the late winter and spring, sunrise occurs earlier each day reaching the earliest time at the summer solstice. After solstice the sunrise is later each day.

It is a winter day; the temperature depends on the location.
