During the Yalta Conference in 1945 it was decided that Germany would divided into 4 zones. It was also during this time when plans to build the Berlin Wall were made. These plans set the Cold War preparations in motion.
Stalin (USSR), Roosevelt (USA) and Churchill (UK) met for the first time at Teheran (present-day Iran) at the end of 1943. They met again at Yalta in the Crimea in February 1945. At Yalta they agreed to divide Germany into four occupation zones (USSR, USA, UK and France) after the Nazis had surrendered, to punish war criminals, to agree reparations for war damage, to destroy German military power, and to hold a conference in San Francisco to set up a United Nations Organisation. In July 1945, the leaders of the Allies met at Potsdam in Berlin (Stalin (USSR), Truman (USA) and Attlee (UK) were the leaders at this meeting). At Potsdam the leaders confirmed much of what had been agreed at Yalta, but as at the earlier meeting there were disagreements over the detail of what they had discussed. You should be able to see that the meetings did not cause the Cold War, so much as provide opportunities for the Allies to disagree over how they wanted the post-war world to be organised. These disagreements contributed to the growing hostility between the major powers. As you know the major powers were only united in their determination to defeat the Nazis. Since that hostility did not lead to war between the major powers for various reasons, there was what was called a Cold War or state of undeclared war between the USSR and the USA, and each of their allies for the next 50 years.

warm start is when your car has already been started an is hot, a cold start is wheen you have just started the car for the first time of the day, or month....
Can you define what you mean by 'start up time' please. It could mean the time to build the plant and commission it, or it could mean the time to start up from cold.

It is most likely the starter getting weak, when a weak starter is cold, it will not crank.

A thermo time switch is a temperature sensor device normally used to turn on a cold start injector in German cars. The cold start injector is an extra injector normally mounted in the intake manifold. The thermo time switch will allow current through it to your cold start injector for a few seconds ( 3 - 8 depending on the make and model of car ) when the engine is cold and first started. This puts extra fuel in the system and helps it start. If your thermo time switch fails you may have a hard time starting when cold or, more commonly, a difficult time starting the car when hot. The problem in the latter case is the extra injector flooding the car when trying to start it.
this could be due to a faulty cold start injector, or cold start injector time switch. Could also be caused by incorrect valve adjustment.
how can i solve the problem
The cold start sensor is the top sensor on the right side of the thermostat housing as you are looking at the engine from the front of the vehicle. It is 22mm.
