Mobile telephones in school are unnecessary, especially so during classes. If they are taken to school they should only be switched on during break times. This will ensure there are no interruptions during class times. They should have their phone in school but not in lesson with them they should keep it off until break and lunch time, so it does not distract them during lesson time.
No. I don't think so because if it is shorter school should go longer, and thus harder for kids to stay focused during hot weather (in the summer). But at the same time if they are shorter than there is more study time after school.

yes, you should be but if you get caught on it or if hear it ringing during lessons you will have it confiscated but in your own Time (lunch,break?) you should be able to use them

No. It distracts them during class, causes no thinking involving education and, mostly, it disrupts the class! Cellphones are great on free time occasion's, but NOT during school. But.. ofcoure he/she shouldn't only in some cases including ( emergencies ) at school and so
they should be banned because it is a waist of school time and money.

Practice is on your own time either at home but not during school time. Physical education is during school time, it mostly is followed up with a grade.
