It is because of the settings of the Flash Player. Chrome has embedded flash player within itself.
To play an Adobe Flash file on the Wii, got to File > Publish Settings. Under Flash Player Version, select Flash Player 8.
Your firewall need to be adjusted.

First Download flash player and transfer it from computer to PSP in the file game and in the file game create a New Folder Called Memory Stick an transfer in it .Name it as lol.swf. Then go to internet browser (internet browser is needed) in PSP in the address bar type files:/games/lol.swf then exit the internet browser. then go to settings -> system settings ->Click enable flash player
Well if your phone doesn't have a flash light on it, then u can't use a flash, but if it does, in the camera mode, go to options and select camera settings and the flash settings should be there
Right click on the player -> Settings... Turn off hardware acceleration. That fixed it for me.
