Well, the first thing to do is assess his maturity level. If he acts his age or is even more mature than his age, you have to up your maturity level as well if you want a chance at him. If he acts your age, which would be slightly immature for him, you should not raise your maturity level immediately because guys don't like it sometimes if you act more mature then they are and you are younger than them. Also, you should assess your age difference. If you are below eighteen, and he is over eighteen, you must realize that he is legality an adult and if you have sex it is rape according to law despite your consent. Remember, if he is the adult and you are not, he is the influencer. If you are both under eighteen, then the age difference is not as big of a deal. But remember, in K-12 the difference of one year is considered huge by many of your peers. So, if it doesn't work out, don't blame it on yourself. Most likely he is trying to be responsible or he may face humiliation by his friends if he dates a younger girl. If you are both over eighteen, then age will have little difference unless is is more than 10 years. But there are many couples with huge age differences as well, so if you like a guy 30 years older than you and you are over 20, go ahead. Just be careful. Sometimes older guys may try to take advantage of you. As far as flirting goes, just try to find a way into his friend group or a group that has a chance at him. Try meeting in a mutual area of the ages where both he and you will like. It is very important to not be desperate or overly flirtatious. To him you will then look annoying and being younger you have to avoid that because if you have siblings you know the youngest one is considered annoying. Try not to call too much attention to your age difference, but try not to act like your too much older. Otherwise you may find yourself if you are under 21 being offered by him things you are too young for. Acknowledge your age difference and let him know so it is not a big surprise later. Another important thing is don't let him have full control over you. For dates do things that both of you will like at first, then alternate on showing each other what you like to do, so you can learn to respect your age difference. And remember, in the relationship you have to be responsible too! And don't be too submissive either. Just try to be natural and don't make yourself change entirely just for him unless it is a positive change that will benefit your life.
If you're OK with that then be nice to him (if you like him). If you are not OK with that then tell him he is too old for you.
Your luck.

There is a few ways to tell if a guy likes a girl. You can tell if the guy smiles at you a lot, talks to you or about you, touches you or tells you.
Some signs that an older guy may like you could include paying extra attention to you, making an effort to engage in conversation, showing genuine interest in your life, or complimenting you. However, it's important to also consider cultural norms and boundaries when interpreting someone's behavior.
