find your closest vet that is not closed and take poor cat there
There is probably very little you can do to help. The cat needs immediate treatment from a vet. Emergency vets are open all hours if your usual vet is closed.

A cystotomy is a surgery in which the urinary bladder is opened and then closed. The veterinarian will place your cat under general anesthesia, then create a surgical opening along the midline of your cat's belly. Through this opening the vet will carefully move the bladder around so that it is lying outside the abdomen. After removing the urine from the bladder, the veterinarian will open the bladder and remove anything inside the bladder that shouldn't be there, such as bladder stones or a knob of infection or a tumor. Once everything is cleaned out, the vet will carefully stitch the bladder closed and place it back in its place in the abdomen. The vet will then stitch the stomach wall back together and wake your cat back up.
It depends on your vet and why your cat would be in. You'll have to ask your vet.

The vet might be keeping the cat against your wishes but it is probably in the best interest for the cat.
bring the cat to a veterinarian.. let the vet look at your cat and diagnose how is your cat's condition. the vet will tell you everything that you need to do with your cat based on the cat's condition.

Take it to the vet! The cat is obviously in great distress and this is a very serious situation ( likely a very painful saddle thrombosis from a heart condition). Think how you would like to be helped with kindness and compassion, and taken to get qualified medical help, if you couldn't move your legs. Please get the poor cat help straight away.
