Since purchase, your board has supplied you with any updates to your governing documents, including updates to the rules. (This is a board obligation.) If you are a tenant, you should receive a copy/ request a copy of the rules that apply to you from your landlord/ unit owner. Your board or your management company can provide copies of any and all of your governing documents -- at your expense -- by simply requesting them. If you are only interested in receiving a copy of the 'rules', then ask for them specifically.
Generally speaking, the purpose of a homeowner's associations is to enforce the community rules.
