Try flirting with him/her, but not in front of their girlfriend/boyfriend. But then again, be friendly, you may want to be FRIENDS with them first.

Find out if they have a girlfriend/boyfriend. If they don't, you are free to ask but if they do have a boyfriend/girlfriend, you should just be friends for a little bit. When they break up with who they were going out with, give them time to heal then go for the move.
If he already has a girlfriend just back off until they are broken up . Then say how you feel. Especially if you don't want to look too pushy.
If none of them like you I would suggest moving on and finding someone who likes you back and is not in a reationship.

speaking as a boy, i say that you try to take your mind off it by doing something you love and just do that until you like someone else.
