Firstly, if he isn't doing anything wrong to you but is just simply being plain annoying, get your parents do deal with it. If your parents are not around, or don't care, talk to a teacher or someone who does. Second, if the bully is hurting you, vandalising, making threats .etc. tell your parents again, but ask them for permission to call the police. Some of these things the bully is doing are illegal, and need to be dealt with. A teacher from your school might be able to take care of the bully at SCHOOL, but not out of it. Remember, calling the cops is a last resort. If your parents cant or wont do anything about it, call them. That's what you do.
