Stop feeding the cat and he or she will eventually go home.
If you are not feeding the cat and the animal just likes to hang around your property then just notify the neighbor and remind them that cats are domestic animals just like pigs,cows,horses,goats,sheep,chickens ect and by law domestic animals must be confined to their owners property by fence,kennel,leash or other means of confinement and are not permitted to roam free on the property of others....If that fails to solve the problem then contact your local animal control office and file a complaint,Someone will come and speak with them,after that each time you see the cat on your property call and inform animal control..
Check the local laws in your area,in some states once a complaint has been made the property owner then has the right to live trap/or confine the animal and have animal control come and remove the animal and then the owners must deal with animal control to get their animal back...
