What to do where I live in Alberta Canada:In other places you may need to call the police as soon as the accident happens. Then follow their directions- Make sure there are other vehicles and people around. If it is dark and you are the only two vehicles around this is a way car jackers get you out of your car to steal it.
- If it is safe get out of your car and get the other cars plate number. At this point a couple quick cell phone pictures would be good, but only spend a few seconds.
- See if your car can be moved safely and if yes:
- Speak to the other driver politely and agree where you are pulling off too exchange information.
- If either car is not safe to move call the police and emergency services (911 in most of North America)
- Get the other drivers information and insurance info.
- Go directly to the police station to report the accident.
- Call your insurance company regardless if this is your fault or not
- Follow your insurance companies instructions.

whoever did not stop i guess. obviously there had to be a light or a stop sign and someone did not obey the stop sign or light. the first to stop at a 4 way stop has the right to go, if it is a light well someone blew the light.
