1. Make sure that the WiFi can be detected by other devices
2. Make sure that your WiFi Chip is active. There will sometimes be a manual switch or a key combo you must press to toggle it. Also make sure that it is listed as "Enabled" under Network devices in Control Panel. If it is "Disabled," right-click on it and select "Enable"
3. Update your drivers. You can pay for a program to do this, or use a free one like Driver Booster. You can also use the free version of Driver Magician to find what driver you need. Adding detail to my question... I have a laptop that has full wifi, and another with no wifi, and it cannot use an adapter... Is there any way I can connect wirelessly to a spare router I have, as well as my internet enabled router (I have a USB WiFi adapter I could use to make 2 connections), and then connect the laptop with no wifi to the spare router via ethernet to get internet? The fact that your other laptop can connect to wifi is irrelevant to whether or not you have disabled wifi on the laptop that is reporting that wifi is disabled. Go into your settings and make sure you haven't inadvertently turned it off.

The only reason your laptop would not recognize a wireless router is either you do not have a wireless network card or your network adapter card is not working. Also, there is a switch on the side of your laptop that has to be turned on for your wireless network to come on. Check the switch first, if that does not do it then go into Device Manager and right click on your network adapter card and see if it says that it is wireless. If indeed it is a wireless modem, the most likely problem is that you do not have drivers.
check whether you have assign IP address for the wireless network manually or not. if you are given IP manually it won't detect any of available networks and you will not able to connect to wifi networks. just go to network and sharing center ( you can right click on network icon in the taskbar and open network sharing center then select your wireless network, then select properties > go to TCP IP V4 and V6 setting and give select obtain IP address automatically. then it will detect the new wifi network and if the wifi network are secured you will ask for the password to connect to it. by giving the password of the wifi network you can connect to your wireless network. in all laptops you will find a wifi button please be aware to switch on your wifi button before you connect.
