1. Make sure that the WiFi can be detected by other devices
2. Make sure that your WiFi Chip is active. There will sometimes be a manual switch or a key combo you must press to toggle it. Also make sure that it is listed as "Enabled" under Network devices in Control Panel. If it is "Disabled," right-click on it and select "Enable"
3. Update your drivers. You can pay for a program to do this, or use a free one like Driver Booster. You can also use the free version of Driver Magician to find what driver you need. You can then search for it online. DO NOT get an "auto-detecting" package or "Driver pack" unless it is from the actual hardware provider.

4. Get a new chip. You may be able to get an internal chip to replace your current one. This should be able to connect to the pair of internal WiFi antenna wires which connect to your old one. The fact that your other laptop can connect to wifi is irrelevant to whether or not you have disabled wifi on the laptop that is reporting that wifi is disabled. Go into your settings and make sure you haven't inadvertently turned it off.
