There is no upgrade path from Windows ME to Windows 2000. You would have to reformat the hard drive to remove ME before you install Windows 2000 from scratch.
You can install Windows 7 including SP1. To only install Service Packs you will need the base operative-system.

If you have the windows install disc, you can insert it, restart your computer and press any key when it tells you to. This will boot from the DVD and enter the Windows Setup. From there, it will show you a list of partitions on your hard drive before you install windows. Choose the partition on which Vista is installed and click "Delete" under advanced options. The partition will be formatted. If you want to install a fresh copy of Windows Vista, you can do so now. If not, exit windows setup and install whatever OS you want to use. (Make sure you BACK UP your files before formatting - once you format the partition, you can NEVER get the files back.)
Unless you do not want to have to install windows 8 onto your computer, there is absolutely no reason to wait.
To install Windows 95 from MS-DOS, run an F disk before formatting the hard disk. Then add a switch /S so that the partition will be bootable.
It depends on type of Windows 8 installer. If it is update, you need Windows OS preinstalled. If it is full installer, you can install it on a bard hard drive.
