This is English so this comes from England. Surprisingly, this is not an idiom. There is no figurative aspect to this saying. Bib and Tucker refers to clothing. Specifically a woman's clothing in the 17th century. To say someone is wearing their best bib and tucker you are saying they are wearing their best clothes.
My interpretation of the proverb is to say, for example, if a middle-class person is wearing a $300 outfit, just because their outfit is extraordinary it does not change their character, their life, and/or who they are. (i.e. clothes do not make a man)

Well both terms can be used, but for different reasons. For instance you would use "he wears" in a sentence such as "he wears nice clothes". However, the term "he is wearing" could be used in that sentence as well (he is wearing nice clothes). Or you could say "he is wearing blue jeans". this is more of a direct term. As if you are talking about what is happening right this second. as in "right this second, he is wearing blue jeans." You could also say "he wears blue jeans" but that is if it is more general. like as in in "he wears blue jeans allot." anyways I hope this answered your question
