If you are submitting your resume and cover letter as attachments to an e-mail, the em-mail itself should be brief. You should just include your name, the position for which you are applying, and your contact information.

The best thing to do is give the basics of a resume - education, experiences, qualifications, relevant past jobs, references, ect. If the employer asks, give past history, prices / salaries, and so on.

Since your resume is a true representation of whom and what you are, a good appearance is imperative. Make sure you use a normal font size and color. Keep in mind that most employers dislike unusual colors and fonts. You can vary different resume formats and decide on which is best for your resume. In order to come out with an effective resume, remember that the general rule is; "the plainer, the better". Steer clear of anything that might compound the meaning in your resume. For entry level positions clealy indicate the objective of your application.

When sending a resume, it is helpful to also send a cover letter. The cover letter should describe how your education and/or work experience fit the requirements of the job. Remember, who ever reads your letter and resume might not assume what you hope they will assume from your submission. It is in your own best interest to be specific and complete.

Both. That is, you should list your work experience, education, certifications and such in a general way in the resume.
