The serpentine belt on a 406 has an automatic tensioner
you need a long ring spanner to relieve the tension to be able to replace the belt.
from memory ( don't quote me ) I think it's 15mm.

it will be easier to fit if you remove the front wheel next to the belt. there are two pulleys without slots they should be outside the loop . the left one is the stretcher, you should use a wrench as a lever to release the tension while fitting the belt, it's very easy if you have a helping hand just to release the stretcher it very simple
