Either diamonds are not fully implemented yet in Minecraft PE, or you used the wrong tool, you need an Iron Pickaxe at least.
To mine diamonds in Minecraft, you have to use an diamond or iron pick. Click and hold with your mouse on the diamond ore until it breaks. A block of diamond should come out of it and into your inventory. Then you have to cook it in your furnace to get diamonds.

Do you mean that when you mine diamond ore (stone with blue dots), it doesn't drop diamond. If that's the case, then you mined it with the wrong tool.
It depends on the seed you are using... there is not a specific amount diamonds in Minecraft.
