Naked eye, binoculars or telescope
An observatory is a building where you can view the stars.

Yes it would. Our galaxy is a spiral and fairly flat. When we look around our own galaxy, some parts of the sky are only thinly populated with stars but there is a line of dense stars called the milky way which is looking through the flat disk of our galaxy. An eliptical galaxy is different. It is not a flat disk but more like a ball or an egg. If we lived near the centre, no matter which way we looked, the number of stars would be about the same. If we lived on the edge of the galaxy, one side of the night sky would be filled with stars and the other side would have very few to almost none.

it depends on what time of year it is and which stars you want to view seeing as it is hard to get a strong telescope to the moon... i would say Earth

Its a bit like someone shining a torch in your eyes but on a reduced scale. The light from cities reflects off tiny particles of dust and smoke particles etc in the air and reduces your ability to see past them to see the light from the stars.
By waiting till about roughly 8PM. Or if you would like to view the household @ nighttime in build/buy mode, there is a circle divided into a moon and a sun like icon. Clicking the icons will change it to the appropriate time of day. The day/night circle tool is located to the left of where all the objects you can buy are, near the Eyedropper Tool.
